The ZLS Strategic Plan 2026–2028 sets out the Society's institutional direction for the three years following a comprehensive Institutional Needs Assessment (INA) conducted in December 2025 under the SCATZ programme, commissioned by the East Africa Law Society. Its findings inform every pillar of this plan.

The Nine Strategic Pillars

Adopting and operationalising core governance instruments (standing orders, delegation frameworks, committee charters) so statutory roles translate into predictable, documented, accountable practice.

Building a functional Secretariat with documented workflows, clear accountability, and staffing aligned to ZLS's statutory functions.

Institutionalising structured CPD/CLE planning for advocates, moving beyond ad hoc arrangements.

Strengthening ethics and discipline coordination with statutory bodies through documented, consistent processes.

Broadening ZLS's revenue base and strengthening medium-term financial planning.

Modernising ZLS's records and digital infrastructure beyond manual registers.

Developing structured frameworks for member communication and services.

Deepening ZLS's role in access-to-justice initiatives, including under the Legal Aid Act, 2018.

Strengthening gender inclusion within ZLS and consolidating engagement in regional professional networks such as EALS and PALU.
